  • Raising the marginal income tax rate from 37% to 39.6% for Americans who earn more than $400K a year
  • Establishing a 39.6% tax rate on capital gains and dividends for taxpayers earning more than $1M a year
  • Expanding the scope of the 3.8% surtax imposed on compensation and investment income
  • Eliminating Section 1031 exchange breaks for real estate investors when capital gains are greater than $500K
  • Reducing the estate tax exemption to $3.5M and eliminating stepped-up basis
